ID PASS is an open-source initiative that develops practical digital identity tools to support trusted, inclusive, and accountable public service delivery.

ID PASS is hosted by ACN, the Association for Digital Cooperation, a French non-profit organization that works with governments and partners to strengthen and scale digital systems for effective public service delivery.

Through ID PASS, ACN contributes open-source digital public infrastructure building blocks that can be adapted, reused, and integrated into broader public sector and humanitarian systems.

Our story

ID PASS was created to address a persistent challenge: many people still lack access to forms of identity that are trusted, verifiable, and usable in real-world service environments.

Drawing on practical implementation experience, ID PASS focuses on tools that can be deployed in low-connectivity and resource-constrained contexts. We see identity not as a standalone technology problem, but as part of a broader public service ecosystem that must support enrollment, verification, service access, and accountable program operations.

We believe digital identity tools should be open, extensible, and interoperable. They should support trusted verification and accountable operations while remaining flexible enough to integrate with broader beneficiary management, social protection, health, and service delivery systems.

Our goal is to contribute to stronger digital ecosystems by developing tools that can function as part of larger public sector and humanitarian service architectures, particularly as countries strengthen their Digital Public Infrastructure.
